Perpetrators and Goals
The perpetrators of the Rwandan Genocide are some Hutu political groups, Rwandan administrative and government officials, military, political authorities, radio stations, Belgians, European colonists, president Juveanal Habyarimana, colonel Theoneste Bagosora. These people all participated in the genocide in different ways. Some of them helped spread propaganda against the Tutsis, convincing others to kill them. Others actually carried out the killings, while some just stood by and watched.

These perpetrators had many goals but their main goal was to hurt, torture, and ultimately kill as many Tutsis as they could.

mostly Tutsi minority
- In 1959, Hutu forced 300,000 Tutsis to flee the country, trying to
make them an even smaller minority
- In 1994, Rwanda was 3 ethnic groups, Hutu (85%) Tutsi (14%) Twa (1%)
- Hutus and government blamed countries increase of social, economic,
and political pressure on the Tutsis
